Four service areas can be generally described as entity and program planning; entity and
program evaluation; entity operations and management; and facilitation of workshops and
symposia.  In practice these services are often combined.  Rose & Crangle may facilitate a
planning retreat or workshop attended by a wide variety of stakeholders, or by the members of
an entity's board of directors.  

    Examples of planning services include working with the University of Alaska to develop a
new Remote Sensing/Data Management Initiative; working with the then new VP-Research of
the University at Albany on programs and policies; working the Sea Grant Association in
planning their multi-university program; working with the National Earthquake Hazards
Reduction Program Interagency Coordinating Committee; working with the then new
president, governing board and executive officer of the Institute of Medicine; and working with
the new executive director, board and staff of the Burroughs Welcome Fund.  Rose & Crangle
facilitated the initial planning workshops with university researchers, corporate managers and
government agency staff to agree on the design parameters for the new South Pole research
station.

    Program and institutional evaluation projects include working with the American
Association for the Advancement of Science to review the Oklahoma Mesonet, the Tuskegee
University technology transfer programs, and South Dakota virtual biodiversity center;
participation in a review of the non-medical research capabilities of the University of Arizona
for the then new UA president); review of the initial University of Kansas Medical School
financial disclosure process and program; participation in a review of the Center for Coastal
Studies in Charleston, SC; and others.

    Entity operations and management assistance, in addition to being part of some of the
above examples, include many years of providing contract management services to a US
rapid prototyping manufacturing firm (helping that organization incorporate, protect its
intellectual property, negotiate various contracts, set policies and practices, and obtain a seat
on NASDAQ after a successful initial public offering.  The principals of Rose & Crangle have
also helped organize, or provide management advisory services, or be on the boards of
directors or advisors of scores of both for-profit and non-profit (including governmental units)
entities.

    Facilitation services not included in the above examples include developing, modifying and
leading from two to seven sessions annually of the National Science Foundation’s Program
Managers’ Seminar since 1973; developing and leading workshops for both staff officers and
administrative officers of the National Academy of Sciences complex; and developing and
leading workshops for university Sea Grant directors and their direct reports.
